DESCRIPTION: * WHAT...For the High Wind Warning, northwest winds 20 to 30 mph with gusts up to 60 mph expected. For the Cold Weather Advisory, very cold wind chills as low as 10 to 25 degrees below zero expected. * WHERE...Portions of north central and western Maryland, northwest and western Virginia, and eastern and panhandle West Virginia. * WHEN...For the Extreme Cold Warning, from 4 AM Saturday to 10 AM EST Sunday. For the High Wind Warning, from 4 AM to 7 PM EST Saturday. * IMPACTS...Damaging winds will blow down trees and power lines. Widespread power outages are expected. Travel will be difficult, especially for high profile vehicles. The dangerously cold wind chills as low as 20 below zero could cause frostbite on exposed skin in as little as 30 minutes. * ADDITIONAL DETAILS...Wind chills will remain at or below zero during the day on Saturday due to windy conditions and cold temperatures.
INSTRUCTION: Remain in the lower levels of your home during the windstorm, and avoid windows. Watch for falling debris and tree limbs. Use caution if you must drive. Dress in layers including a hat, face mask, and gloves if you must go outside. Keep pets indoors as much as possible. Make sure outdoor animals have a warm, dry shelter, food, and unfrozen water. Make frequent checks on older family, friends, and neighbors. Ensure portable heaters are used correctly. Do not use generators or grills inside. If you do not have heat in your home or lack shelter, you can call 211 or visit your county or city website for assistance locating appropriate shelter from the cold.

Graupel is a form of precipitation that is created by atmospheric conditions
which cause supercooled water droplets to contact snow crystals and freeze to
their surface.
Sometimes known as soft hail or snow pellets, graupel is delicate and easily
destroyed by touch. Whereas hail usually falls during severe weather, graupel
doesn't require such conditions to form, and can form in mild precipitation
similar to situations which produce snowfall.

A hole punch cloud is an unusual occurrence when a disk-shaped
hole appears in a cirrostratus, cirrocumulus, or altocumulus cloud.
When part of the cloud forms ice crystals, water droplets in the surrounding area
of the cloud evaporate. The effect of this process produces a large elliptical
gap in the cloud. The hole punch cloud formation is rare, but it is not specific
to any geographic area.
Other names which have been used to describe this phenomena include fallstreak hole,
skypunch, and cloud hole.
