AREAS AFFECTED: Northern Outer Banks
DESCRIPTION: * WHAT...For the Cold Weather Advisory, very cold wind chills as low as 9 above expected. For the Wind Advisory, northwest winds 25 to 35 mph with gusts up to 50 mph expected. For the Extreme Cold Watch, dangerously cold wind chills as low as 0 possible. * WHERE...Northern Outer Banks. * WHEN...For the Cold Weather Advisory, from 6 AM to 9 PM EST Saturday. For the Wind Advisory, from 6 AM Saturday to 5 AM EST Sunday. For the Extreme Cold Watch, from Saturday evening through Sunday morning. * IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. An extended period of freezing temperatures could cause ruptured water pipes.
INSTRUCTION: Winds this strong can make driving difficult, especially for high profile vehicles. Use extra caution. Dress in layers including a hat, face mask, and gloves if you must go outside. Keep pets indoors as much as possible. Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves.

Altostratus clouds form at mid to high-level altitudes
(between 2 and 7 km) and are created by a warm, stable air mass which causes
water vapor
to condense as it rise through the atmosphere. Usually altostratus clouds are
featureless sheets characterized by a uniform color.
In some cases, wind punching through the cloud formation may give it a waved
appearance, called altostratus undulatus. Altostratus clouds
are commonly seen with other cloud formations accompanying them.

Cirrostratus clouds are high, thin clouds that form above
20,000 feet and are made mostly of ice crystals. They sometimes look like giant
feathers, horse tails, or curls of hair in the sky.
These clouds are pushed by the jet stream and can move at high speeds reaching
100 mph.
What do they indicate?
They indicate that a precipitation is likely within 24 hours.
