Extreme Cold Warning issued February 6 at 2:19AM EST until February 8 at 10:00AM EST by NWS Baltimore MD/Washington DC
AREAS AFFECTED: Eastern Highland; Eastern Pendleton
DESCRIPTION: * WHAT...For the High Wind Warning, northwest winds 20 to 30 mph with gusts up to 60 mph expected. For the Extreme Cold Warning, dangerously cold wind chills of 15 to 30 below zero expected. * WHERE...In Virginia, Eastern Highland County. In West Virginia, Eastern Pendleton County. * WHEN...For the Extreme Cold Warning, from 4 AM Saturday to 10 AM EST Sunday. For the High Wind Warning, from 4 AM to 7 PM EST Saturday. * IMPACTS...Damaging winds will blow down trees and power lines. Power outages are expected. Travel will be difficult, especially for high profile vehicles. The dangerously cold wind chills could cause hypothermia and frostbite on exposed skin in as little as 30 minutes.
INSTRUCTION: Remain in the lower levels of your home during the windstorm, and avoid windows. Watch for falling debris and tree limbs. Use caution if you must drive. Dress in layers including a hat, face mask, and gloves if you must go outside. Keep pets indoors as much as possible. Make sure outdoor animals have a warm, dry shelter, food, and unfrozen water. Make frequent checks on older family, friends, and neighbors. Ensure portable heaters are used correctly. Do not use generators or grills inside.

molecules are excited by the application of energy and turn into vapor.
In order for water to evaporate it has to be on the surface of a body of water.

A fractus cloud (scud) is a fragmented, tattered cloud which has
likely been sheared off of another cloud. They are accessory clouds, meaning they
develop from parent clouds, and are named in a way which describes the original
cloud which contained them.
Fractus clouds which have originated from cumulus clouds are referred to as
cumulus fractus, while fractus clouds which have originated from stratus clouds
are referred to as stratus fractus. Under certain conditions a fractus cloud might
merge with another cloud, or develop into a cumulus cloud, but usually a
fractus cloud seen by itself will dissipate rapidly.
They are often observed on the leading and trailing edges of storm clouds,
and are a display of wind activity.
